navigate, locate and mark obstructions and warning, and provide
safety information for various kinds of water activities.
Navigation buoy are located in or near navigable waters to indicate
the location of waterways, anchorages, beach hazards and other
obstructions, to indicate water depth and wind regime, and to
direct traffic in narrow waterways.
